Can some advise me the best way to enhance the people in the foreground of the attached photo. It is beyond my skill level. Thanks.

Use an adjustment layer and a gradient on the mask to hide the areas you don't want effected. I used an Exposure adjustment, but there are other ways that will work as well, such as curves, levels, etc.
