Hi everybody.

Anybody knows how to implement the effect in this image:

It is a photography with certain filter or combination of them showing a river and a building.

I have tried all of them so far, with not much results to say the truth.

Hi and welcome to the forum. I'm no expert, but rather than a normal Photoshop filter, it looks a little like HDR bloom to me. Perhaps see what others say and in the meantime look at PS' HDR capabilities.
