Welcome to the forum.
It really depends upon your starting point on the image you want to change. This image contains a lot of dark tones and a contrasting highlight structure, but if you look there are no true blacks in the image. The easiest way to do that is just add a curves adjustment layer and pull up the blacks. The above image also has a lot of blues in the image, but it's not apparent if that is enhanced in post or not, either way it can easily be added with curves again or a variety of other ways.
