hi can anyone please help me to figure out how to creta this effect with a semi catoonized look upon a real photo just like the effect on this picture. I dont really like the ones i have found with google

Its always hard to tell how these have been done. Especially when they are done so well.
If i had to guess I would say this image has either been mostly painted over or was never a photo to begin with. There are a few things that just look too perfect to be real such as the bag over his shoulder.
There are lots of third party filters out there that try to emulate the cartoon of illustrated look such as toon-it and alien skin snap art. All of them don't fail to create results as good as this photo which makes me think it may have been done by hand.

I found a third part filter that could do it very nicely for me. thanks for helping me out
