In a commercial world, where you are presumably going to sell the design on, without rights to artist, I would think a more reasonable price would start at $150. Even for a personal project it would not be outrageous.
It was only because you posed the question I responded such. I accept that you have the right to pitch for workers at whatever level you feel.
