what would i do to remove the extreme contrast of white in this texture without altering the rest of the image?

I've tried Levels and Curves, but both would change the overall image, and not just the extreme whites.

I would guess without trying, perhaps a blend if command or colour range. For blend if duplicate the layer and create a new layer below the new layer filled with a dark colour, switch to your top layer and double click the thumbnail to bring the blend if sliders up, change the white by sliding to the left, split the sliders using the Alt key. For the colour range command, uncheck localised colour clusters and fill with colour of your choice.
