Well hello, my english isn't perfect but I will try anyway...

I have faced a problem with making moving images in GIF format. I have previously done it successfully, and everything has gone smoothly, but now I can’t put it together.

I make them using Photoshop CS4, and everything works fine. I make a layer for each box, and click the “make frames from layers”, then I play it and is satisfied with the speed so I’ll save. Then I go to “save for web and devices”, but when I play the image here before saving it moves much faster.

But I save anyway, and open my new image in the browser. Then it goes much slower than from the beginning, and when I upload it online it doesn’t move at all.

So, first speed is ideal, but goes faster in the second step, too slow when it is saved, and finally not moving at all when it is uploaded.

I have done animated gifs with the same computer and same program before, and then everything worked well. So what am I doing wrong now?

Sometimes when you play them in the photoshop animation tab before you save them they can play slower depending on how big your animation is.

Try to focus more on the time set for each frame delay to give you an idea of how fast or slow you animation should play.

As far as the browser problems go, different browsers have different playback speeds.
I believe IE and Chrome slow the frame rate down if you try and set it too fast.
This is what usually causes the slow motion issue.

When you upload it and its not working, where are you uploading it to?
Only reason I can think of a working gif not animating once uploaded is sever restrictions on animated file types.

Pretty sure the preview speed in 'save for web' is the actual speed it should always play at in a perfect world.

I have this problem as well (I use CS5)
I've read somewhere that it has something to do with the browser speeds. I always have to change mine to about 0.05 frames per second for it to be the correct speed in Firefox. Not sure why this happens, if there is a way of avoiding it, I would love to know. But for now I just slow them down. They don't necessarily have to be the correct speed when you are creating it, just when you view it in "SAVE FOR WEB"
