Sync remembering settings from earlier organization

PS Version: Elements 9
OS: Mac OS X 10.7.3

I recently switched computers and I have totally reorginzed my photos based on the photos are now in a new HD, I never saved them online with the PS "cloud". Now when sync is on it brings up the old tags and categories and only puts a few pictures in each. I no longer need those tags and each time I delete them they come back a few minutes later. How do I get the Sync to only follow the recent changes I have made and not revert to my old computers organization? Should I just turn off sync until I decide to buy more space to store all the photos?

I assume this is a Bridge issue?

If its coming back after you delete them then yes it could be a sync issue.

You can try this if it is a bridge issue,

In the Filter Panel, check/tick the tag you cannot get rid of. Any file with that tag assigned to it will be sorted and displayed in the Content Panel.

Now to completely remove the old tag, select the file in the Content Panel and use the Metadata Panel to locate the tag and then delete it.
