I understand that Photoshop would lock the designed layers and bundle them into one after you save the file. I know how to unlock it, but how do manage the layers? In another word, how do unlock and ungroup it so that you can edit the layers underneath? BTW, I'm using CS4 version.

Save as a psd file and the layers will remain intact for later editing.

Thanks for your reply, Hawkeye. I resaved it in PSD and did not see all the layers, except the single layer.

Let me rephrase what happened after I saved the file in PSD. I have a single layer with zero background. I could unlock it, but it is still only one single layer. My question is what should I do so that I can have many layers to work on?
