Yeah lol

I tried doing it with straight bars up and down and twirling it but it ended up all goofy looking.

First get a square image, filled with vertical lines (in this case i used a pattern of 15 pxl green and 15 pxl white, which gave me straight lines down my square)

Next go to Filter/distort/polar coordinates/rectangular to polar. This will give you nice triangles towards the middle.

Afterwards just a twirl-filter and you have it. (Filter/distort/twirl).

The bigger you make your straight lines at the beginning, the bigger they'll end up in your final image.

dont forget to put a bit of text comvering the vortex
it can get a little messy right in the center, and the text will hide that
