HELP photoshop getting very slow

I have a large project and photoshop is getting slower and slower..take a second or 2 for a brush stroke to catch up

MY SYSTEM is....windows 7 64bit , 16GB RAM, c disk is SSD and scratch disk is 700GB free

Project file is showing 83% effecency in photoshop BUT the scratch size shows 7GB/13GB That where I am confused,,why is effency not 100%

project is 278MB/4.08GB so there is a lot of edits..

Any ideas on how to get effeceny back to 100% The book says more RAM but I have 7GB it says befor it goes to scratch disk.

There are lot of layers..ANY IDEAS ??
