hello, im 14 and getting into making nebulas in photoshop elements, but i have run into some bumps, how on earth do i open color balance and curves in photoshop?

Curves are accessed using either Ctrl+M or better still using an adjustment layer (the half black and white circle at the bottom of the layers palette). Colour Balance is usually the eyedropper tool, used in conjunction with either Levels or Curves adjustment layers, to set the white or black point in an image.
