Is there a way to rotate the elipses tool?

After you create it, select the Move tool and position the cursor in the corner so that you get a little rotation arrow. Then rotate. You can resize and adjust it some more after it's rotated if you like.

hi,
not sure what your trying to do...
but when i am working on a blank layer

after getting the shape i want with the marquee tool

i change it to a work path and then use tranform
to modify size or rotation ..
and then convert the path back to a selection if i need too.

If it's a selection use Select>Transform selection... if it's a path or a shape rotate using normal method.

Thank you all for your help. I really appreciate it. I have just recently started using photo shop. I am in school for game design, and we are learning about photo shop but so far they have not covered a lot (although, it is only the second week of class.) Any help and suggestions are more then welcome. Thanks.
