I am building a website for my dads company www.thesteelgroup.com (i bought a xml format so still under construction) and need a logo for his company. Would 20-40 dollars be sufficient for what i need?

It can either have "TSG" or "The Steel Group"

wants to incorporate the steel chemical sign (like the steelers football logo)

He owns a misc structural steel fabrication company. (industrial steel frames/handrials/etc details and fabricates) You can make it look like rust or maybe add in some sparks like something being welded.

The background on the website is not the one im keeping so dont worry about making it match the dark background. And doesn't have to look like the pics below at all just giving some ideas. (as you can see the bottom one is mine so my skills are lacking lol)

I am not one to bash anyone's design, but I recommend that you look into trademark rights for the likeness of the Steelers logo that you are using. If it was for fun I wouldn't worry about it but since this is for a company logo it makes sense to make sure everything is legal.
