cursor icon not changing to appropriate tool

Hi,

I have this issue where the cursor will not change to the appropriate tool. Instead, it is stuck on the Move tool icon.

As soon as I go to use the tool, the cursor changes to the appropriate icon then changes back to the move tool. This is totally random. Anyone experience this before?

Try Windows > Workspace > Reset Menus

As well as reset tools pictures below.
