Is there a way to do the same old "export transparent image" that used to be available in older versions of PS? It used to be under the help menu.

I tried that, but if offers no option for transparency. And the gif versions I tried with transparency selected still pull in the backgrounds.

Don't save it as PNG 8, try a larger size, 16,32.

Okay, I got it. The only way to do it is to have an absolutely transparent bkg to begin with. 1. go to layers, Double click layer bkg, click ok on the popup, magic wand the area, then hit delete. Now the transparency options are available. It was close, I almost had to call the F.B.I.
