Scans are way too dark-Why?

I scanned some negs. Large format and small format. The preview scan comes out so dark you can not even select the area you want to scan. Its just too dark.

I am using a Epson 4990 scanner with its included software which is Image Scan and photoshop elements.

My setting are professional mode, film type=film, film=B&W neg,image type=8 bit gray scale, resolution 300 dpi.

The photos show the results of my preview scan.

I think the problem is obvious in the histogram. Why are the pointers so out of place and how do I correct this?
