I can do this with Paint Shop Pro but I'm having trouble finding out how you rotate text on Photoshop. I want it at a slight angle, aligned with the corner. Thanks in advance.

go over to image ready.. make new layers (down in animation, not the ACTUAL layers) for everylike 45 degrees or so... and tween it... the little circles at the bottom

Uhm.. do you want it as an animated gif? If that is the case, f!ss!on explained it allready.

However if it is for an image (without movement), go to Edit/Transform/Rotate. You'll notice a rectangle around your text. If you go near the corners, your cursor will change and you can rotate the text as you will by dragging the corner.

I usually use the move tool with the "Show Bounding Box" checked. It's easier for me. Quicker anyway...

Or what you could do is go in to the Edit / Transform menu and select rotate.
