Bizarre cursor problems, cursor distorted

PS Version: CS4
OS: Windows 7 Enterprise

For a while now (about 6 months) I have been living with certain brushes' cursors displaying as mutilated messes. Here are some examples of what I am talking about:

(Above: 65px Hard Round, 100px Hard Round & 200px Hard Round)

This always happens when using Pencil or Brush tools. It can happen with smaller brushes, but only when zoomed in.
I discovered, when I was trying to capture a screenshot for this thread, that hitting CTRL would reset my cursor to its former round glory, but had an odd side effect when I moved my cursor off of the image.

Double Cursors!

I was scanning around the forums here looking for solutions and tried the CTRL + ALT + SHIFT method of resetting settings, but that did not work. I went ahead and manually deleted all of the preference files, and that seems to have solved the problem.

I only decided to make this post so that it would be here as a reference for anyone else who may run into this strange problem.

I am having this exact same problem as we speak and i feel like throwing my computer against a wall so if you could get back to me on how to fix this that would be great
