Try the rounded rectangle shape tool. Use it as a path, then convert it to a selection. |

Could someone be kind enough to explain the convert it to a selection part of the above answer? As in what to do with it once it's converted to a selection. |

Select the rounded rectangle shape tool, at the top select the path option.
Draw the rounded rectangle shape. You will have a path.
Right click the path, click Make Selection.
Now ctrl+shift+i to invert the selection and fill it with the color you want. |
