not sure, but try going to image, adjustments, hue/saturation
if colors dont work... check colorize at the bottom right
tell me if it works

oh i figured it out, they used the color adjustment and a glow tutorial, but im still wondering how they got the white and blue and they pink and other color in 1 pic. |
