the first image isn't showing up for me...
the second, it looks like the artist used the gradient tool. let's take a look at the top right corner with the light blue over the woman's hair. my guess would be the artist selected a light blue and used the color-to-transparent gradient and applied it to the corner. you'll have to put the gradient on a new layer on top of the image of course, and then reduce the opacity of the gradient layer so that you can see the image behind it.

Yes, I was thinking a layer with a gradient also, but some light effects seem more complex. I have a couple of shot by the same artist here with the light effects I mean. Thanks for helping me!
