How is this effect done? Is there a plugin or some way to do it?

This may be a photo - but I have seen other cars that someone applied this effect to

I assume you mean reflection.

Select the car, copy and paste to a new layer, flip it vertically and move it into place.

However to be more realistic, the reflection should fade as it gets farther away from the source. Use an adjustment layer with a black to white gradient to acheive it.
