As for now i don't like the Magical part in my picture but i do want it there. Is there a better way of making it seem shes using magical make up? And any other info that could help would be very great full.

I thought about making this when i seen my girlfriend putting on make-up. I wanted it to seem like the model was B&W and this "Make-Up" was adding color to skin. Also I tried to make it seem magical so i add some glitter and circle design.

I like the concept, not the circles though. You might consider adding some color to the brush and a kind of glow at the tip. Like this maybe:

I didn't save the work I did before, so I had to start over...

Pick a color close the skin color and use a very soft low flow brush to paint it on the brush area on a new layer set to screen mode.

Just fooling around I did the same with another layer for the compact and added a some little white sparkles on another layer.
