Is there any filter or add ons , that might take a picture and make a basic line drawing out of it that i could color? Or is it a pen tool job? |

Illustrator has one. Try Cut Out - but that is weak so try posterize too. |

Basic outline could be done with existing Photoshop filters (smart blur>edge only>invert; stylize>find edges) . In addition, there are a few third party plug-ins: akvis sketch, little ink pot sketcher, redfield sketch master, xero line art.
