So, I'm trying to restore this photo for class, and I can figure that you need to clone or heal the tears and the little specks of picture missing, but I'm having major trouble figuringthe best way to get the entire photo to match in terms of contrast and color. I actually desaturated to take out all the color, but trying to get the maan in the back in the kids around him to show up isn't working- tried the burn tool to see if that'd do anything, tried adjusting the levels of that area and not much luck.
The picture is dominated by what appears to be burn marks and water stains.

I only spent a few minutes on this but hopefully it will give you a few ideas. First of all I looked at the channels and chose the red, as the best, which I used as the base.
A curves adjustment layer to try to get the middle of the picture to match the contrast better, then a very soft brush to reveal those areas on the mask.
Burning and dodging on the red layer to even out the dark/light areas some. This takes more time and patience than I was willing to invest to do it correctly, but as you can see it will make a difference.
I did a little cloning, (boy and man in the middle) but in some smaller areas, I used a low opacity paint brush (sample often-alt key) and then added noise.
