Newbie cannot edit a picture

Hello,

When a picture is saved by using the option "save for web & devices" it saves it into a GIF/JPG format, however say for example i loose the original pdf but only have the gif/jpg loaded on my web server how do i go about editing that GIF?JPG and its layers?

Hope that makes sense but basically i want to edit some images for my website but all i have are the gif's/jpg loaded on my webserver no the original PDF files.

All that information is lost when its saved for web sorry to say, hence the smaller file size.
