Is there any value in saving a photo as an .eps vs a tiff?
Pehaps I should be more specific.
Saving photo as a photoshop eps (which in reality creates a jpeged format) vs a tiff. The eps is a smaller file, but does it loose any quality like a regular jpeg can?

.EPS is a vector format file and .TIF or TIFF is a raster format. The former is useful for producing lossless quality images at any size with the important caveat that it originally be produced in a vector format like Illustrator, CorelDraw or Freehand (if it still exists).
Your question seems to want to know though about photographs, as this is purely a raster subject, TIF would be your choice.
Unless someone can point out something I am missing.

I tried saving a file as EPS and when I opened it in Illustrator the quality is very low even on the highest settings, so I can't find any reason why you'd want to save a raster image as EPS. |

I think what I was saying (sometimes I have to wonder;) ) is that .EPS is a vector format, thus saving it whilst in a raster program is futile, .TIF is a raster format.
Basically, saving raster image formats in vector image formats does nothing!!
Aaahhhh! clarity if not conformity!
