Hi, brand new to these forums (and photoshop) and have run into a bit of a problem. It's a bit difficult to explain so I've included print screens as well to make it easier!

Since getting Photoshop I've been messing around with it and at the moment I'm really into turning my photos into a cartoon by hand. As in, I import a new image, then create a new layer and on that new layer I trace over the outline with the paint brush and then fill in the colour myself later.

Anyway, the problem I've run into is this.

The latest image I'm looking into 'cartoonising' is an original BW photo. You can see in this print screen the picture itself opened up in photoshop:

However, once I've created the new layer and have stenciled the image, I want to fill in the blank areas with colour. But no matter what colour I select in the colour palette (circled in image), it will only give me a certain shade of black / grey / white because of the original BW image, as opposed to this:

So in that image, where I've loaded a colour picture to Photoshop, you can see in the colour select box that I've opted for 'Green'. But in the first picture (the BW one) if I was to click on a shade of green on the colour bar, the box will only fill in a black or white or grey or some similar shade. Am I making sense?

What I was wondering if there is any way I can make all the colours available for me while manipulating the B+W picture.

As it stands, the settings for both pictures seem to be the same.
'Grayscale Slider' is ticked, as well as 'RGB Spectrum' but it doesn't seem to make any difference.

If anyone can make sense of what I'm asking here and is able to help out, I would really appreciate it!

The image is most likely being opened in Grayscale mode.

Click: Image > Mode > RGB Color
