Impossible to say for certain as the same effect can be achieved in different ways, but it seems like a very basic adjustment. Maybe curves or levels adjustment layers. Possibly they have done a selection first but I don't think so. |

i guess that it can be done with :
1. to make a photo filter from the adjustment and put the color on a yellow color degree with about 30 % opcity
2. color balance to little yellow

You can also get this effect with a plug in filter such as onOne & topaz or one of the many other plugins you can buy. |

There are lots of actions & plug-ins that give a "vintage" or slightly "cross-processed" look to an image, and this likely had a light coating of one of those.
Also, her right cheek, upper lip, and chin were reshaped slightly.
Finally, her eyes were given a major treatment (brightened, pupils more defined, etc).
