I've tried posterizing, sharpening, decreasing color depth then greyscaling that last one, it looks similar but not quite it. How would you do it???

Copy image to new layer <ctrlj>
I always do this as a safety measure. With the pen tool mask out the hair. Paths –Make Selection. Feather radius 0.Anti alias OFF. New Selection Selected.

Hit Q to activate mask. Make sure forground is black and touch up mask with brush tool. Select-Save Selection as Hair. Deselect mask <D>

Go to layers. Duplicate Background. Add a new layer and fill with black.This will fill the hair area.

Add new layer fill with RGB 128,128,128
Blend Mode Color Burn

Go to duplicate background and desaturate image or use Levels for more or less contrast
This should give you something like your after

You could retouch with Burn and Dodge tool if need be
