wiggly lights like that and also if you look closely you'll see there is a "ghost" next too the two people in the picture. this is generally done by altering the shutter speed on a camera i.e leaving it open for longer. doing it in photoshop would probably be possibly but you would need multiple images to do the ghost effect and you could probably do the lighting effect with layer styles. |

It would be difficult to do it in photoshop and make it look real. Altering the shutter speed of your camera will prolly be the best way to go about it. _________________ Best Regards,
