I want to take the B&W photo below and place the flag below on the porch roof of the old house. I want the flag to stay colored and be smaller. Is this possible and can someone tell me how to do it in elements?

yeah shouldn't be too hard
I did this in a bout 5mins
the flag shadow needs work but you can tinker with that :)
I just cut out the flag using the lasso tool
then went image->image size decrease from 100% to 30%
pasted the flag onto the house image (make sure that you go image->mode-> RGB (otherwise when u paste the flag in it will be black and white) then added a shadow, but couldn't be bothered tinkering with it to get it perfect.
oh I also added a gaussian blur on the flag of about .3 so it doesn't look too "crisp"
