hey guys,
got a few questions actually..
first off, how should i go about makign a border??
second, I am half way through a little project and im not sure how i finish this... please view the pic below and tell me how i should get rid of the white section! I am trying to make it so his head and some of the rockets stick out of the sig..

Getting rid of the white is as simple as selecting it and pressing delete on any layer that covers that area. The trick is you have to have an unlocked bottom layer. If it's locked right now, you need to ctrl-alt-shift-double-click it.
For a border, if I'm understanding what you want correctly, I'd do as follows.
1-make a new empty layer nad put it on the very bottom.
2-select all other layers and do Ctrl-E
3-Image | Canvas size, and just make it a few pixels bigger.
4-right-click on the top layer, go to "blending options", activate "stroke" from the left-hand pane, and fool with settings. I might do 1 or two pixels, "outside", and maybe a mid-gray.
5-make sure you choose that same gray as your mat colour when you got o save your .gif for web.

I had a quick go. I took some liberties with your text too. I must say Bleeding Cowboy was a good font choice. Also that's a very nice screenie. I did something a little fancier with the outline by doing it on a duplicate layer set to zero fill and then masking.
