does anyone know why this blue thing comes up and goes around the entire canvas and then at the top left has this 01 and a rectangle with a zigzag line on it |

Yes. That's called a slice. I don't use slices, but if you're using ImageReady you should be. If you want to get rid of the slices go to View - Show > Slices
