Just in case you need to know how to resize a layer instead of the whole image:
Select the layer you want to resize and then click on the move tool and at the top menu bar check the box that says "Show Bounding Box". Then click and drag one of the corners (hold the shift key if you want to size it proportionally).
Just in case you wanted to know.
