Open image.
Duplicate color layer.
Image>Adjustments>Desaturate
Mask the black and white layer to your heart's content.
OR
Use the Sponge tool with desaturate selected at the top on any color layer.

I usually use the magnetic lasso tool to get what I want to keep in color, put it in a new layer, and channel mix the rest to B&W. |
