The way which will give you the best results is, I think, like this:

1- Crop both your photos so that the people take up the same amount of space in each photo.

2- Set both photos to the same resolution. so go to Image | Image Size, and type 300 in the resolution box, for both photos.

3- Go to Image | Image size in the larger of hte two photos, and make this photo the same size as the smaller one. You can do htis by typing in a value of inches, pixels, centimeters, whatever you prefer.

4- Select the move tool, (in hte tool palette or just press V on the keyboard), and hold shoft while you drag one photo ont o the other one. (with them both visible in separate windows in photoshop) This will give you a image with two layers, one layer for each person.

The quick and easy way would be to frag one into the other with hte move tool, then woith the top layer selected set it's transparency to 50% so you can see both peopel for comparison, and go Ctrl-T, which will gove you sizing handles to drag the layer to the correct size. This is definately way easier. Unless you're uber-picky, like say you're a proffesiional photographer or printer, you won't care about the difference in quality.
