How do I rotate thumbnails in CS2?

I'm running CS2 in Windows XP. I seem to have lost the ability to rotate thumbnails when pulling them up in "View Menu" (far right icon) then right clicking on one to bring up options including rotate CW or CCW. I do so and nothing happens. This used to work. How can I restore this function?
