How would I go about putting (applying) an image I of (ie: Pres.. Bush) in a lyer or a little cartoon or something. How do you do that?

Sorry, but you are going to have to be a lot more specific as to what you want.

It seems odd that you own software that you don't even know the basics about? Perhaps a thorough read of the manual before you wade in, might be in order.
