How do i create this stroke effect?

How do I go about creating a double stroke type effect like the example below?

White around the 'V', 'Festival' & 'Virgin Mobile' then a grey background which they all sit on?

It can be done with a style stroke.
On a empty layer make a shape or text you want to have the colors go around. Add a layer style (black icon with an F, under the layers pallete)
Go down to stroke and use the setting shown. (its just a starting point to understand the style)

There are other ways as well, where you build the color bands layer by layer, but I think this will work for you.

im still having trouble?

how did you get the gradient to seperate into black & white? cause everytime i go to do it, both colours blend into one another.

you need to do it on two seperate layers i believe, not sure but i think that would do the trick.

Follow lasa's example. Double click the gradient and edit it by pulling the color stops together towards the middle, until you get a sharp break between colors. as shown.
