Are they there but "greyed out" or are they missing alltogether? if it's the first, check your not in 16 bit mode or grey scale (some filters are not available in those modes).
If they are missing alltogether, have they allways been missing or have they just vanished? Wayne

Also check you are not in CMYK as a lot of filters don't work either

Go to Image->Mode and make sure it is RGB. As Bazman said, some color modes offer restricted filters etc.

CMYK is Cyan Magenta Yellow and blacK. This color profile is used for projects going to press. A % combination of the above are used to produce the correct color. Have a look at the information found here for more details on RGB/CYMK

If in RGB..you are probably in 16 bits/channel change it to 8 bits/channel.
Go to: Image/Mode/8 bits/channel.

Take care,
Lasa

There might be a print screen button on your computer, open PS show the filter menu and click the button, you should be able to then edit/paste it into photoshop (sometimes you have to paste into paint for some reason) otherwise download Screenhunter (free) it's a lot easier and better, it's what I use. If the answer to Wayne's first reply is that it has suddenly started playing up then have you added any fonts or plug-ins recently. Sometimes these can cause all sorts of strange behavour.

It also might be worth considering a preferences file reset as this can easily become corrupted and, again, cause all sorts of strange happenings.
