How do I resize pics and add a border, and possibly a signature? |

You can resize images in a variety of ways with Photoshop. The quickest is to go to Image->Resize.
Put the new dimensions in the boxes and click OK
Of course it depends why you are resizing. If it's for press output or if it's for web use. Resolution becomes an issue then.
