Need Help With a Wallpaper

Okay, so I've been using photoshop for a while now, and have come up with a decent deisgn that I would like to use as a background.

however, there is one problem,

I have been told that the best size to make a wallpaper at is 1024 x 768 px, (not sure if this is legit) but, I would like to know what the best size is to make one, SO THAT IT DOES NOT INCLUDE THE DIMENSIONS OF THE TASKBAR LOL

I've seen a good affect that I'd like to use, which I found on GT:

And I think it would spoil it, if the taskbar cut a strip across the bottom off : /
