One word - COMPRESSION.

How are you saving your graphics for the web in Photoshop? Are you saving them as 100% compression or 50% which what it looks like to me. Learn how to use the save FOR web function in Photoshop. Remember the larger the file size, the longer it will take for dail up users to download your entire page from the web. Its a trade off between file size and download time.

LEARN FLASH.

I like the idea of the banner..looks good just needs to be cleaned up a bit.
The image compression doesn't look bad, I think the way the individual images were extracted and layered is choppy.
Everybody but the flags have a fringe from a rough extraction...making the total image look blockie.
When you select the images to cut out you need to get closer avoid the automative tools magic wand etc.
After you've cleaned the extractions then layer them and save for web.
Did you use SAVE FOR WEB?...the file seems a little large considering the image isn't that big.
