Here are some examples of what i wanna do!

as you can see the cog and the hammer and with in the rounded box and don't go over the edge they are within the rounded box (or break out as i would define it) how do i do it?

I'm assuming its done with layers. The hammer is on a transparent layer with a shadow style. The text is on its own layer. The rouded glassy rectangle is on it own layer and finally you have the flat dark blue background...

With the rounded selection layer still selected (green in my sample below), go to the hammer layer inverse selection and press delete..it will remove the part of the hammer out side the rounded rectangle.
The tip of the hammer and the handle are lighter to show what gets deleted.

When you have a active selection (marching ants)
you simply highlight the hammer layer on the layer pallete. The selection will then be active on the hammer layer.
Selections and paths are not layer bound.
Then inverse the selection. (select / inverse)

I'm still not quite there.. I understand in principle.. please have a look at this example PSD file.. I want to do the same thing but with the magnifiying glass so it appears only within the box.. The box and the magnifying glass are already layers, i don't know how to make them an active selection?

also clipping masks will give you that look, without having to inverse select and cut.

Working with what you have..
With the move tool place the mag. glass exactly where you want it to be.

Now go to the middle layer (red rectangle layer) and go to the path pallete. Highlight the path.
Go down to the "load path as a selection" (or the 3rd icon from the left)

Once you have the selection go back to the layer pallete and highlight the mag. glass layer.
The selction is now on the mag. Glass layer.
go to Select / inverse (or shift + Ctrl+I) This will inverse the selection. Now press delete.
it will remove the parts of the Mag. Glass out side the rectangle.
