Hello,
I'm trying to create decals, what I need to do is create an area around the image (A picture or word, not a square or circle) like an outline. |

If the object is on a transparent background or a text only layer, you can do this with a layer style - right click on the layer and choose "Blending Style". Mess around with the "Outer Glow" style.
