1. When designing for an 800x600 resolution, am I supposed to start with the same size canvas in PS? I've heard that some people reduce the height or width a little but I've never understood why.

2. When designing a site, should I use a white background when opening a new file in PS, or should I start with a transparent background? What do others do and why?

You have to reduce the canvas size from 800x600 as you have to take the scroll bars of the web browser into consideration. They are always present whether scrollable or not so you will never have an 800px width, more like 780px I always design at 760px. Designers have their own prefered width to work to.

I don't design the final site in PS so not sure what to answer here..... The backgrounds on my site can be any colour so I don't suppose it really matters whether it's white or transparent.

As stated, using 800 will pose a problem to anyone using this screen setting because of the scrollbars. Those using 1024 will be fine. You could set up two versions, one smaller, and use a browser resolution script that you can find on www.dynamicdrive.com

As far as the background, transparent will only work if you convert to GIF format, which will result in lower quality images. If there are certain elements that you want to have trasnparent aspects then I would limit the use of transparent GIFs to these elements. If you use a transparent backround is PS then your background will be white by default or whatever color you set up in your HTML <body> tag.
