hi, im new to photshop just wondering how can i fix up da skin on people like make it look clear instead of all red in places

If you are new to PS I'd start by messing with the Blur tool set low (I think default is like 20? And then simple blur out the redness.
Not the best way but it works and will give you a place to start.
Other way involve bluring and masking. A lot more involved.

Adjustment layer levels - play with all of the channels in levals to make a match untill you get what you want. Reducing the middle input slider (or the gamma) on the red channel is the one where i would start with.
You will have to play around with all of the RGB channels within levels to make the correct match. Also learning how to read a histogram will help you out termendsly. It's my favorite way to heal spots and others uses. I don't know about red spots but for scars, pimples, or minor spots of color that is different from the orginal skin color. You can use the healing brush tool. It's the first tool on the left of the second collection.
Then after you have seleted it. Hold 'alt' [button] and click on the spot that you wish to heal and then let go. After, zoom in a bit and click on it without the alt. It should disappear afterwards if it's minor but if it's a big big, it might take a couple of clicks.
