How do you outline a picture with a white shiny outline.

I've seen many websites with pictures of people cut out and then outlined with a whitle shiny border. A link to check out is www.ljsonline.com and see how the cheerleaders and football players have this. How is this done?

Quite possibly just a 'layer style' like a drop shadow, or an outer glow.
Have you looked at either of these methods?

that just looks like an outerglow/stroke on the layer.
try that

Thanks for the replies

I haven't tried either. I guess I would take the full image and extract what I want from the picture and then add this glow layer?

Yes, you'd want to extract as close to what you want as you can get.
Sometimes I create a dummy layer right below the
the extracted part, and add the effects to the dummy layer.
